Laptop audio and laptop stutter

When ever I move my mouse on my desktop I get stutters, it doesn't happen when I move my mouse on an application, only on the desktop which is extremely weird. Help

All drivers are updated to the latest and the bios as well. My laptop panel is a 4k screen and mouse drivers are aswell updated to the latest. This issue has recently shown up 2 days ago, no updates where made that could have caused this.

Have you tried booting up in "Safe Mode" to see if the problem happens then?
