Laptop Boots Occasionally: about once for each 350 Power-Up

My Toshiba Satellite M50D-A-10V, PART NO PSKPSE-01500VN5
serial no YD049429P bought May 2014, will only boot occasionally
and this problem is getting worse and worse. Problem began in
January, with frozen cursor (keyboard is functioning).

A failed reboot is like this: black screen and white and amber
LED is turned on. Seems like it's more likely to load Windows
when the battery level is half-empty, but I can't tell exactly.
Is it a loop somewhere in the hardware-programs, that prevents
the laptop to boot 350 times (approx.), and then allows one? I
have powered up all day, every 5th minute or so, and all I achieve
is max 3 successful bootups. It's been like this for weeks.
Fan is working.

The following troubleshooting is performed:
Replaced hard disk, tested memory cards (reset), taken out the
battery, held down Power-button for 30 sek after battery removal,
a clean install of Windows 8.1 from disk partition delivered by
Toshiba, from Recovery USB and the Recovery Environment.
Performed StartUp Repair from Recovery Environment (USB), but all these efforts made no difference.

What does these symptoms tell a hardware expert: is it a single
hardware component responsible for this, that can be replaced, or
is it some vague error on the motherboard. I want to know if a
small part can be replaced, so the problem is fixed for a small
amount of money. The small battery inside is not removable, but
connected with metal threads. These threads will break if I remove
the tiny battery.

I doubt that installing Windows 10 will solve the problem. Because
I have just performed a clean install, and now it's like the
laptop was right from the shop.


 
First I assume you already clear CMOS. OK then.

I can only think of troubleshooting the power supply. Attempt to boot into BIOS repeatedly, that way you are bypassing HD+OS, if consistently able to boot into BIOS you know CPU OK. Then go into the Power screen and make sure voltages are within tolerance. If even unable to boot into BIOS, there is not a whole lot u can do other than attempt to replace the whole Mobo.

Your attention is welcome, jsmithepa, you wrote"Then go into the Power screen and make sure voltages are within tolerance. " I don't understand. Is the Power Screen a tap or screen within BIOS? I can boot with F2 (sometimes) and get a SetUp screen where the boot station/letter priority is set.
