Laptop boots strait to BIOS only

I installed a new hard drive into my laptop.. however i have to reload windows OS but am unable to do so because the laptop boots to the Bios screen and thats all..its not reading from the windows 7 disk.. how can i fix the problem..what is the next step

check that the harddrive is installed properly - ordinarily I would expect to see a CLI telling you it can't boot from the new harddrive (bc thre is no os on it) instead of "booting into bios".

go into bios, look for "boot settings", look for some selector allowing you to enable boot from a cd rom
check that your harddrive is enabled to eventuallly boot from as well
look for "boot order" menu/setting, sort it so cd rom boot happens first
save
reboot
