Laptop charging when switched off, but not when turned on

I have an HP Pavilion dm1 laptop and i have been facing the "plugged in, not charging" where the laptop battery does not charge even when power cable is plugged in.

I have noticed though that i am able to charge my battery if i follow these steps -

1. Switch off my laptop, unplug the power cable and take out the battery.
2. Wait for 2-3 seconds and put the battery back in
3. Connect the power cable while the laptop is off

As long as i do not switch on my laptop, my battery charges.

If i switch on the laptop, the battery stops charging as soon as the BIOS POST message is displayed.

So here is my question, is it a motherboard fault or is it caused by BIOS?

I have flashed the BIOS to its most recent version and the problem still persists. Are there custom BIOS mods available that i can use to test out my laptop?

Thanks for the quick reply :)

The battery charges to a full 100% when i keep the laptop switched off. The laptop is 1 year old now.

P.S - I connected a Dell's 65W adapter (same wattage as my Hp's 65W) to see if its a fault with the adapter. No joy. Same problem. Same "plugged in, not charging" is displayed.
