It is well documented if you want to actually use a laptop on your lap or sitting on the bed it has to be propped up to provide ventilation, using a cooling pad, etc...

My wife and son rather not deal with the technicalities and over the years have burnt up a few HDDs. In addition to blocking airflow the vents on the side and bottoms of laptops suck in lint from clothes and blankets and we know how dusty laptop innards get over time, causing issues.

Are there any lay-flat designed laptops on the market? ...designed to stay cool sitting on a bed or a lap. I keep thinking of those jeeps designed to cross creeks where the intakes snake up into the air. Are there any laptops designed for a lap?

I suppose you need to look at laptop that uses a CPU based on Intel's Bay Trail generation Atom CPU. The Pentium N3520 is a quad core CPU based on the afore mentioned Atom CPU. The following is a link to the 11" HP Pavilion 11t-n000 x360 hybrid laptop. Much like the Lenovo Yoga laptop, the keyboard can be folded 360 degrees which means it can act like a stand. Unfortunately there is no clear picture showing the underside of the laptop so I don't know if there are any vents to block.

Here's a 15.6" HP laptop with a Pentium N3510 (Atom) CPU...

just go for lower powered cpu's with no gpu, minimise the heat it generates. look at reviews of those in your price range, some of the technical review sites will thermally image the laptop to tell you where the hotspots are, if it is cooler running you'll have less of a problem.
