laptop disk fried and no installation Windows disk

My disk drive is irrecoverably out to lunch. Going to have to buy a new one. My laptop is used and I have no Windows Installation media to recover once I've got a new drive. I don't want to have to purchase a new full install media from M$. Can these recover disks and usb thumb drives I see suffice for a complete installation?

Just download windows installation media to a thumb drive, give the thumb drive boot priority in the bios, and then restart. Are you on windows 10?
