laptop does not seem up to par to gaming

Processor: Intel core I7 2860qm
ram: 16gigs @1600mhz
gpu: nvidia 580m
750gig of hdd
windows 7

Vs my pc which is alright but

Processor: and phenom 1100t
gpu: Radeon hd 6870
Ram: 8gigs
Ssd: for boot plus core of the games I play

Both systems are close to/on par from a benchmark standpoint, yet my pc can run games faster and on a higher settings. Mainly I play league of legends and I'd like to stream it tbh, yet with it being in similar specs, my laptop has trouble streaming league vs my pc being able to do it seamlessly. My laptop has proper cooling with a cooling pad and space so I'm not sure what's going on.

First of all, desktop will outperform laptops most of the times if the specs are reasonably close to each other. I would recommend using your desktop for the streaming, and as for your laptop, I would recommend you get windows 8, as it is better for gaming. (It is,trust me!)
