If possible, I recommend you go with the Lenovo G50 laptop with the A8-6410 APU as suggested by joshyboy82 for $280. The APU is pretty close to the performance of an Intel Core i3 CPU and the integrated graphics core is about as powerful as an Intel HD 4000 which is pretty decent given the price of the laptop.

For something closer to your $200 you will be getting a pretty low performance laptop running Windows. An example would be the 11" HP Stream 11 and 13" HP Stream 13. They have the same specs with the exception of the size. You basically get 2GB of RAM that cannot be upgraded, 32GB of solid state storage known as eMMC which is about equal to the speed of a standard 5400rpm hard drive. With such limited storage you will need to buy a SD card to increase storage (up to 64GB is supported) which will increase the price; Windows will use roughly 18GB - 22GB of that storage space. Lastly you will get an Intel Celeron N2840 CPU which is usable for day to day tasks, but definitely less powerful than the A8-6410 APU.

See video below for a review of the HP Stream 11 which should apply to the HP Stream 13 since they basically have the same hardware.

The HP Stream 13 sells for $210 and a 64GB SD card sells for $25 for a total of $235 excluding shipping and taxes. For an extra $55 I rather buy the Lenovo G50 with the more powerful A8-6410 APU, 4GB of RAM (likely upgradeable to 8GB) and a 500GB hard drive.

The only laptops that I can think of in this low price range are chromebooks but they are only meant for the basic tasks and do not support all apps. Plus you won't be able to multi task much as the price is very low.
