Not for a perm fix.

Even if you can get it to stay, it will be unbalanced, and wear out the bearings much faster. Killing the whole fan.
Or, the glue could loosen, releasing the broken bit inside at high speed.

Fans are cheap. Replace it.

I agree with him. Best to have it replaced. You might be able to just remove the broken fan blade and use it as is. It won't cool quite as well, but if you are tight on money at the moment you could probably make a few more months on it.
