Laptop Fan Question

You should be ok to do both. Gently using a qtip to swab the dust off works well too. You can cut the qtip head in half if it is too wide/thick. The dust will blow out with the compressed air, you don't really need to worry too much about it building up, once it's broken up and free, just keep blowing the air through until no dust particles show. You can also blow from the opposite direction if the vents allow to make sure nothing goes further into the ducting.
