If you can find a laptop with a nVidia 940mx within your budget, then that is your best option. The video below shows WoT being played at 1080p with medium settings and an average of 60 FPS. You can try lowering graphics settings to low and / or lowering the resolution to 1600 x 900 / 1366 x 768 to improve performance. If a laptop with the 940mx is too expensive, then try to look for a laptop with a nVidia 930m.

If a laptop with dedicated graphics is too expensive, then you will need to consider a laptop with integrated graphics. Below is WoT being played on an Acer laptop with an i3-7100u and Intel HD 620 at 1080p using minimum settings and low settings. The game is playable, but to...

Below is WoT being played on an Acer laptop with an i3-7100u and Intel HD 620 at 1080p using minimum settings and low settings. The game is playable, but to improve performance you need to drop the resolution to 1600 x 900 / 1366 x 768. However, I recommend you buy a laptop with a Core i5-7200u which will also have the Intel HD 620. You can buy a laptop with the nVidia 920m which should perform a little better than the Intel HD 620,, but the 920m is not that much more powerful than what Intel offers.
