Laptop not charging

I have a Dell Inspiron 3521. The battery is not able to hold charge. In the desktop it shows the charging status but the percentage is not increasing. Also when I removed the battery and tried to run the laptop on ac power it won't switch on. Don't know where the problem is. Can anyone help?
 
A slim possibility the power transformer has died - you would need to check it on a volt meter, but my guess is the battery needs changing. The cells go down after a while, and is dependent on how its been charged / stored before. Have a look for an aftermarket one - from a reputable seller. They are not expensive. I have replaced a couple before and have been fine for the last couple of years. Just make sure that they are not on the really cheap end, as the laptop may not recognise the hardware, and you will be back to square one.
