A little more info is needed because taking intended use into consideration, you could get all the bells and whistles or you could save a couple hundred bucks on unnecessary extras (it's usually gaming laptops or powerful touchscreen laptops that cost more).

You could get a normal laptop (no touch screen) for $400 to $600 and be happy with it. The higher end of that range will probably include a touch screen anyway.

As you go up in price, you approach the more sleek, lighter, faster machines. Like a 2 in 1, which are basically tablet laptops (Microsoft Surface Pro).

Basically, a laptop that WILL suit her NEEDS and still be quality can be found for half your budget. But if sleek and shiny matters, go with something like a Surface Pro or (HP Premium 2018 Newest Envy x360 15.6 Inch FHD Flagship Touchscreen Laptop - found this one in a quick Amazon browse).
