laptop shut down failure

Hi, trying to fix and old Dell Latitude D620 which is refusing to go to sleep mode when closed, and has also started to not ask for the password unless in safe mode. It's also showing short purple lines on the screen trailing the cursor. Any ideas?????

Ta for getting back, I'm using XP sp3 and the options don't look like yours but I found a power properties tab but there is no sleep option, it only says "do nothing".
