laptop Stuck in BIOS mode

My laptop a ASUS NOTEBOOK PC showed up a blue screen So i decided to start it safe mode but when in safe mode it went into Auto repair and kept restarting and Auto repairing by it self.
Finally the HDD failed so I replaced with a new one.
Now it wont let me install new windows and keeps starting in BIOS mode.
I have a windows 7 DVD and I tried popping that in on startup but not matter what I do the laptop is stuck in BIOS mode.
can anyone help get out of it and help me re-install windows?

What do you mean by "stuck in BIOS mode"? What happens when you boot from the Windows disk? If it won't boot from the disk, try going to the boot order options and set the DVD drive as first in the order, if that does not work, make a USB boot stick using the Windows 7 USB DVD Download Tool which you can get from Microsoft easily.
