My HP laptop will only trun on only when you take out the battery and put it back in but it truns it's self back on but only for a second then it will trun it's self back off but when I hit the power button nothing all around before and after you pull and put the battery back.

You have a component that needs repaired or replaced (replaced would be better), likely the motherboard.

How old is the machine? I would say your best bet is to contact HP if it is still under warranty. Even if it isn't, give it a try, sometimes they can still help you with these things.
