Question Laptop thermal throttling while gaming. also idles on a 60-70 C

When i play games like CSGO on my lenovo G510 intel core i3-4000m, my fan gets loud like usual because im playing a game obviously, i usually average 30-70 fps, i get stable fps but then when it gets to a graphically intense part of the game like fire or smoke or sometimes even the buy menu the fan spins way louder for some reason the fps drops drastically to a 5-10 fps for maybe 8-10 seconds and when the fps drops the fan becomes quiet along with it as if its idling on the desktop or on chrome then fixes itself back to the stable 30-70 fps with the loud fan then repeats. I have tried playing with power options and undervolting my cpu via throttlestop but no difference. Im pretty sure its power throttling or something but im not so sure, my brother handed this laptop over to me and i asked him and he said he played Warframe and didnt notice it throttling.
