last week for no apparent reason my laptop started 89% of my 16gb RAM all the time and it never drops, but there is no increase to CPU usage. my laptop hasn't connected to the internet in over a month. I have checked to process list through and the only one that uses a lot of Ram is the "system and compressed memory" process which uses about 30%. the rest of the list I went through and didn't find anything odd, but still closed any unnecessary things. my laptop has never used this much RAM not even when gaming(max 8 or 9gb). I run windows 10 64bit.
