Question laptop will not boot with the latest Win 10 boot medium

I have a older HP Pavilion dv 9920 laptop that I want to install a ssd drive. It is now running Win 10. It will not boot to a Win 10 usb or cd boot medium even with the old HHD still install. The Win 10 medium works with my other laptop. HP no longer supports this device. Please tell me why I cannot install a ssd and boot to the lasest boot medium?
