Laptop will not power on with a new battery

I have just purchased a new battery for an old MSI Wind 100. The laptop is plugged in and the battery has been in now for over four hours, but nothing happens when I press the power button. The laptop will not start if I remove the battery and leave it plugged in. However, when I insert the old empty battery into the laptop, it starts up fine. I have tried unplugging the laptop and removing the battery and holding down the power button for 30 secs, but to no avail. Should I assume that the new battery is defective?

It turns out that the problem was with the power cord and had nothing to do with the battery. It was just a coincidence that that laptop started with the old battery and not the new one.
