Laptop won't power off

I have a HP pavilion running windows 10, was on windows 8.
For some time now since before win 10 upgrade when I click shut down the os shutsdown however the computers fans and lights stay on. The only way to turn it completely off is to hold the power button for 5 seconds.
It used to turn off like a 'normal' computer.
How can I fix this?
I'm looking to set up wake on lan so want it to fully power off when I use this.

Please do try these troubleshooting steps that may help.
- First is to make sure that the shutdown button is not set to Hibernate or Sleep.
- Go to Power Options and on the left pane look for Choose what the power button do.
- If it will still not work, do also check for any BIOS update for your laptop.
- And do also a clean install of the graphics card driver.

- If all these will not work I would suggest doing a clean install of Windows 10 instead.

Thsnks. Checked the power button settings and they are correct. Did a full uninstall and reinstall of the graphics card. Still have the same issue. Don't really want do do a clean install of win 10 considering I had the same issue on win 8 I doubt that will fix it.
I have noted when I restart it actually fully powers off before it boots up again.
Any other ideas?
