Try starting it up in "Safe Mode" and see if it loads fine in there. Granted you will have limited access in there, hence it being called safe, but if it works fine in there, then there is something on the laptop that is the problem. Bad program, virus, malware, spyware. Something loading when you start up that doesn't need to be. Any number of things. If it does start fine in "Safe Mode" then you will need to check the computer thoroughly for the above mentioned things to make sure it is clear of any problems. Once done, then try running it as normal.

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
