Is there a dust removal app for lenovo y700?

This is like looking for a rust removal app for your car.
Open it, use an air compressor can to blow out the dust if it's inside. Or just blow it through the vents.

The closest thing to a dust removing app would be cranking all of the fans to full blast, which probably wouldn't remove much dust anyway. The only way to remove dust from your PC is to take off the side panel, and blow it out with a compressed air can, or low pressure air tank. DO NOT use any liquids, or a vacuum to clean it. Liquids can short out components, and vacuums can build up static electricity and ruin them. Make sure you don't tilt the compressed air can too much, because liquid will squirt out... Hope I helped!
