The phone itself reports GPS signal information to the cell towers which
combine that with their own information. Consequently the cell network knows
with a high degree of accuracy where the phone is, but the phone itself does
not.

By law the cell network has to supply the location information when making
911 calls. You can set the phone to only supply information for 911 calls,
or for all calls.

There are no known services yet beyond 911 that will use the information.
However it is easy to speculate that there will be ones in the future that
help provide directions and locations of nearby attractions."

In addition to 911, the GPS signal is used in conjunction with law
enforcement officials in cases of abduction. So, for example, suppose you're
abducted, and try to call your family, or your abductor calls someone.
Verizon monitors the phone activity and tells the cops where the phone is
physically located.

Note that Verizon won't do this if the phone is merely stolen... only in
cases of abduction/kidnapping.

Now... what I want to know is why the location setting says E911 instead of
911. Does that mean that in emergencies, I'd need to dial 3911 rather than
plain 911?

E911 = Enhanced 911.

I recently had to dial 911 and asked if the location information was
correct on the operators display. She said it was off by approximately 1/2
a mile. I called Verizon the next day to advise them to look into it and
was told that Verizon does not support the GPS function. I called back a
few hours later and spoke to a different tech support rep and was told the
same thing again.
