Question limit turbo boost at 3.9 GhZ

I have Dell latitude 5400, and when I'm on battery, it suddenly cuts off all power when it reaches high CPU clock, I suspect it's at 4.1 GhZ (its cpu max), but I think if it was limited up to 3.9 GhZ, then laptop wouldnt turn off immediatelly when it needs more power.
I tested this, like, when I use Cool mode, it Doesnt try to jump to highest freq.

So, what I need, is a way to limit CPU turbo boost at 3.9 Ghz, so i can keep it at Balanced.
Because at Cool, it throttless at 60 C, and wont allow it to go higher, so i cant enjoy games for instance.


And regarding to battery suddent turn off, that often happens when i turn it on, or when it gets from sleep, and when workload is high, that was when i had to replace new battery. I did, ask shop repair about the issue, and he tried putting it another, but it's just the way batteries they have available (it is original Dell batttery, but not exactly for this model, but still close enough).
