Listening to the audio of a tv through an adroid phone via bluetooth

I have a waiting room where people sit and well, wait. Silence is gold. Is there a way for a smart tv to broadcast the sound to people so they can hear the sound through their cell phones? This would be using their head phones. If there is such a tv i will glady purchase it.

A lot of modern TV sets have Bluetooth but here in the UK, you would be in breach of broadcasting rights if you didn't pay someone a lot of money for the privilege of breaching their Copyright.

Lipsynching might also be out by a microsecond or two.
