I'm looking for a 24" nonsmart TV that still has coaxil input and plays usb drive movies

Why non-smart? "Smart" devices will have tuners and coax connectors, too. Seems you may be limiting your options.

Where tv is going it can not have internet access so must be non smart tv

Even a smart TV does not require internet access. Only if you want to use those features.
