I have a decently powerful desktop Windows computer that goes unused most of the time because I tend to use my old and not too powerful laptop from my bedroom. I was thinking what would be the cheapest laptop/chromebook that I could buy that would let me run applications on my desktop computer but would stream the contents to the laptop. I don't wish to run any programs on the laptop by itself but just want it to be portable and light enough. Extra points if the laptop is a 2 in 1.

About $400 would be good. So I just want a kind of dumb terminal that will reliably connect to the desktop pc

Streaming on the client side isn't really demanding, especially if the CPU has hardware acceleration like intel's Quick Sync. A Celeron or Pentium could stream just fine, however an atom would struggle.
