Question Looking for advice on a camera purchase

This is going to be a bit of a unique question. I work at a chemical company and I have been asked to buy a camera that can be used to photograph HQ close up photos inside train cars. Essentially, they are looking for any sort of damage, cracks, etc. Most of these cars carry hydrochloric acid (HCL) and while the cars are empty, there are usually highly corrosive fumes still inside. The trick is that our guys are no longer allowed inside the cars, so whatever solution we use must be on a pole or something. Also, light might be an issue. Obviously a GoPro with a protective case came to mind first, but I'm not certain that would be best. It was also requested that the user be able to zoom in via a phone or tablet and take pictures/video from it through the camera.

Anyone have any ideas on what could be a good solution here?
