in my computer i see tailcutter by software publisher and some how when i try to uninstall it, it says tailcutter uninstaller is removed from the folder. how can i remove this file from control panel

You should try with Malwarebytes Anti-Malware, the free version does a really good cleanup. Other software you might consider:

adwcleaner
HitMan Pro
JRT
AVG Internet Security System

You can even scan with all of the above, it will surely clean your computer.
