How to transfer pics to new phone from old note4 and screen won't come on.

If you can't access the device, there would be no way to transfer files from its internal storage. Now if they were on a SD card you could get them, of if you had the phone synced to a google or cloud account, then you could get them from there. Otherwise, to get them, you are going to have to get the device to run correctly.
