Looking for solution on Internal Memory issues

My phone is 16 gid internal memory but it cannot install apps or store fill even though it is not full. Why?

Well, that number (assuming it is the total size) is not what you have access to. That number is the total. That doesn't take off the amount used by the OS, the preinstalled apps, etc. that came with the device. So the only number you can actually go by is the 'available' space listed in "Settings". I am betting that number is a lot smaller.
