looking for troubleshoot

I use a dell inspiron laptop. I got a problem in that. when I turn ON the laptop I could see the blue screen ON where it shows logging off and stuck their not moving further to desktop. please suggest me how to troubleshoot it.

Power on your laptop try using F8 and log in using safe mode and restart and boot using normal mode.
