Lost phone can details ie pictures apps etc once it has been blocked?

yes stuff can be recovered unless you had the phone set to erase itself after so many bad passwords attempts or you used a form of wheres my phone to wipe the data remotely.

If the phone that got stolen was an Android, I recommend going on Android Device Manager as when you sign in with the account that is being used on your phone, Google has the ability to do many features through your computer such as erasing the data, locking the phone for a certain period of time, and even making noise to alert.
