lsass.exe keeping thinks from happening

fraps wont start, i run fraps.exe and i see it start up in the task list, but then it vanishes before it a window or taskbar icon appears.
edit: also L4D2 wont start, it gets to the first loading screen then shuts down. already tried updating video drivers. and when i run windows experience index, when it gets to the end it gives me an error message, "the windows experience index for your system could not be computed. the assessment or other operation did not complete successfully. this is due to an error being reported from the OS, driver, or other component.

ok, i have figured out that if i end lsass.exe local security authority process, fraps will launch, but i think it is an important process, anyone help?
