Hello, I just got a new HP Notebook brand new from BestBuy. It is model 15-ba038ca .

Specs:
-8 gb RAM -64-bit operating system
-1 tb HDD -AMD A9-9410 RADEON R5 2.9 GHz
-Windows 10 -DUAL CORE DDR4

Examples:
Immediately when I got my laptop, I downloaded applications like Avast, IObit Driver Updater and System Care, and a few gaming applications like CS:GO and Minecraft. When using chrome with only 1 tab uses around 5%, but even a simple task like opening chrome will take up around 60%. When running Minecraft It uses around 60% and when using 2 or more applications(like discord and csgo) it takes up 100% of the CPU

See if your windows defender is scanning. It automatically scans for you and if it does, it seems to use huge chunks of CPU. It is called "Antimalware Service Executable" or something like that. You can disable it by entering into windows defender.
