Micro-stuttering across the entire system

My entire system seems to be stuttering -- from typing to gaming to watching videos. However, streaming music is fine. It's as if my entire laptop lags for a fraction of a second. Certain letters don't get typed, the movement of my cursor hiccups, and videos pause for a couple frames too long. The problem is as simple as that. If it helps, I have a Clevo P650RG with a hybrid GPU controlled by a "Control Center" application. I've already tried updating my Realtek audio drivers and nVIDIA video drivers. The problem is so generic and vague I don't know what else to try.

Here are my laptop specs:
15.6" 1920X1080 IPS LED Anti-Glare G-Sync
6th Gen Intel Skylake Core i7-6700HQ
nVidia GTX980M 8GB GDDR5
16GB DDR4 2133MHz PC17000
256GB M.2 SSD SATA III
1TB 7200rpm 2.5" SATA III
Optical Drive: None
Intel Wireless-AC 8260 + Bluetooth 4.1
USB 3.1 Type-C

I recommend defragging your HD. A HD can become fragmented pretty quickly if not maintained.
