My TV has a white bar on right edge of the screen that 50% opaque.

Sometimes the white bar has little back lines and sometimes it doesnt (it flashes back and forth every now and again) When it doen't have the little back lines, there is also a very thin bar at the top of the tv.

Any idea what might cause this and if there is anything I can do to fix it?
