is the said laptop good enough to play minecraft fast, nice graphics and with mods? if not my budget is 400$. thx!

That is a basic use laptop, you can run Minecraft but with the slow system optifine mod, so on low settings only.

For $400 look for a system with an A10 AMD CPU or a 840m/940m nVidia video card, although that may not be enough. In that budget you should look at used systems, maybe with an 850/860/950/960m video cards. Check craigslist so you can test the laptop before getting it.
