Hello,
Im looking for a cheap build at any of the sizes mentioned in the title with enough computing power to watch films in 1080p, Browse the internet perhaps play some very low resource games such as starbound on low settings. Also having room on the case for 2 front panel devices: A DVD drive and This Asus drive reader i have which allows different storage mediums to be inserted such as SD cards is a must. It doesn't need all the bells and whistles of a gaming PC just do relativley basic tasks/multitask in a small form factor environment. Also needs to be quiet as it will be on the wall near my bed.

Play some very low requirment games

I have set up a small build, which would be generally quick, and does meet most of your requirements, it will not be the quietest build, or the fastest. But it will support 1080p, play light-load games, and has a pretty good, low cost CPU.

Not sure which country you're from, but all of this is for under £300, which is probably around $400. So generally quite cheap.

It has a built-in Ethernet Port, somewhat small form factor, Wireless Card, has HDMI connection.

I have added 4GB of DDR3 RAM, and you can also add your current 4GB of DDR3 RAM (If it is one singular stick). You can also have 2 HDD's connected, and I have added a 500GB one for extra storage.
