Are there any televisions on the market in 2020 that have video output to connect to devices such as a VCR or DVD recorder?

My VCR outputs composite but I am looking for a TV that can even output HDMI video. are there any TVs on the market that can output video?

I don't know of any. It would get around HDCP on HDMI and manufacturers don't want you copying content. I have seen some TVs, for some markets, that will record to an attached USB drive but not for most countries.
If you are recording for time shifting most non sports content is available legally for on demand viewing. Everything is out there for illegal download within 24 hours of it coming online
