Solved! Motion blur problem

I have a hisense 40h4030 and i am streaming through Spectrum on an apple 4k tv using SDR, i am have motion blur problems , any fast movements ,chase scenes ,car chases , picture blurs

Change the picture mode and see if that helps, there should be a few presets in the TV (movies, action, gaming, something similar to those). Could simply be the streaming quality combined with TV quality. Do you have another TV to test? Try streaming from something else, another service, laptop, etc..
