Solved! My dell inspiration 13 7000 series is not charging

My dell inspiration 13 7000 series is not charging and I just put a new battery in it after trying it with the old one removed to see if thst was the problem. New battery but no charge. Also, has a static noise occasionlly.

Maybe, I've been wondering but originally it said online that if the computer will run with out the battery while it is plugged in, it is not the charger. Mine did. ?

Probably right, then. Might be the laptop itself that is not allowing the charge. Tough to know for sure w/o have a known-good charger and battery though.
Was that online reference about your particular laptop? Some do, some don't.
