Try starting up in "Safe Mode" and see if it works fine. If it does, then the problem is software. Something on the device is causing it. So a bad program, virus, malware, etc. Which would have to be found and removed. Next then, if that doesn't work, you would need to try using an external mouse and see if it works fine. If it does then I would update the drivers and restart the computer and see if your regular mouse works. If, again, it is a problem, then you may have a hardware issue.
