My Galaxy S3 won't charge or turn on

Tried to charge my galaxy but it charge but it won't turn on either what should I do

Can you clarify this? Does it charge or does it not? Is it the screen that's not turning on, or the entire phone?

I have the same problem my phone won't turn on when I hit the power button it vibrates but nothing comes up I just bought a new battery.
