My new Dell Inspiron won’t turn on. Why? (Details in the details)

he laptop is a Dell Inspiron 15–5559. The white LED blinks 4 times then the orange blinks twice.

Sometimes it works, but after the first time it started up it barely ever works.

I tried starting it with the battery, without it, with the cord, and without that.

What’s going on, and how can I fix it?
