My new hp laptop is stuck and it is not showing user login screen

I am unable to open my laptop because it is stuck and not showing user login screen

If it gets all the way to where the lockscreen should appear but only shows the background picture type your password and hit Enter and wait up to 10 minutes.
Have you tried starting in Safe Mode?
That could be caused by any of several issues: Corrupted OS, an app interfering with the process or hardware failure.
