Solved! My PC (not laptop) won't start

My PC keeps restarting after the "Windows is loading files" screen. I tried everything. I can't even reset the drive. I tried "launch startup repair". I tried reinstalling windows. Everything has the same results. They can't start anything. Everything just goes to "windows is loading files" and then restart. I tried changing hard drive. Same thing happen. Even when i tried installing windows from Bootable USB stick and DVD installer, it can't load. It goes to the same thing. Then restarts. Please help. I can't boot from any options. It ends the same way.

If this happens even with a new hard drive, try testing it with one RAM stick at a time or different RAM. Did anything happen or change with the system before the issue started?
