My phone turned off and wont reboot and its fully charged

I was watching youtube on my samsung galaxy stellar and it turned off which is normal because it does that a lot. But in this case it wont even reboot. I tried turning it back on and all it will do is light up for a second and turn back off. If i plug it into the charger, it will do that over and over again nonstop. Keep in mid i had 100% charge when this happened so my phone is not dead...any pointers?

Clean the usb charging port with a toothbrush to make sure there is nothing in there causing an issue.

Take the back plate off and remove the battery.

Plug the charger into the phone and then plug the battery back in.

Does the charge light come on?

If so leave it to charge up then turn it on.
