Solved! my pilot tablet wont turn off

the battery run down then it keeps flashing on and off . wont start up or shut down .

Well if it is flashing on and off, the battery isn't totally drained. You will have to wait until completely drained for it to turn off. Once totally off, I would suggest leaving it that way for at least a few hours, then try charging it, while it is off. If it stays off while charging, great. If it doesn't, then you may need to take it in for repair.
